The answer to this riddle is that the man is playing monopoly because his piece is the car and after he rolled the dice for his turn, he pushed his piece to spot owned by another player with a hotel on that spot.
The owner of the hotel is another player who demanded rent money for the original player landing on his spot.
And then likely due to not having any money, he said he was bankrupt.
